For cross-entity moves the step resolves to nobody and the request just sits there. The target entity HR head role is definitely assigned. Feels like the condition is reading the source context, not the target.

Request to joinIn Darwinbox the workflow evaluates approver roles against the employee's current entity until the move is effected. So 'target entity HR head' resolves against the source entity, finds nobody with that role there, and dead-ends. We solved it by mapping the approver to a lookup table keyed on target entity rather than the role directly.
